State Cyber Crime Police Station, Shimla registered a case for offences punishable under section124 IPC (sedition against State), 153-A IPC (act prejudicial to maintenance of harmony), 506 IPC (intimidation), 120-B IPC (criminal conspiracy), 13 of the Unlawful Activities(Prevention) Act 1967 (commission of unlawful activity) and 66-C of IT Act 2000.
This case has been registered against one Gurpakhwant Singh Pannu based on recorded audio clip received on mobile by many journalists and citizens of Himachal Pradesh.
The threat received through alleged audio clip from Gurpakhwant Singh Pannu is under investigation to mitigate any terrorist activity propagated by pro-Khalistani outfits.
Preliminary investigation revealed that alleged Gurpakhwant Singh Pannu is associated with pro-Khalistani outfit named “Sikhs for Justice” (SFJ). This organization is banned by Govt. of India under Unlawful Activities (Prevention) Act for anti-India activities on July 10, 2019.
This Pro-Khalistani organization is based overseas with their network in various places in USA and other foreign countries. The investigation conducted so far has revealed that these threat audio clips have been received on the mobiles of many journalists and citizens of Himachal Pradesh through international numbers/VOIP (Voice over Internet Protocol).
The investigation in this regards is underway to identify the origination of caller. The voice spectrography of the alleged audio clip will be conducted in due course of time to fix criminality of accused.
This investigation has national and international ramifications. Therefore, Himachal Pradesh Police is seeking co- operation from various Central Agencies to crack down the case and to bring accused to justice.
What was the message
The 56 second long recorded message was mixed in English and Punjabi and read in a male voice with following words. ” This message is for Himachal Government, on 15th of August we will not allow Jai Ram Thakur to hoist Indian Tricolour. Yai Saniha (message)

Himachal Pradesh was part of Punjab and we are seeking a referendum in Punjab, once we liberate Punjab we would make sure that we would take over Himachal Pradesh area which are part of Punjab I ask all farmers and prokhalistani skihs to come out, bring their tractors and stall Jai Ram Thakur from hoisting Indian tricolour ”, said the message.
