The Himachal Pradesh High Court has admitted a Public Interest Litigation (PIL) alleging unchecked commercial use of the historic Thodo Ground in Solan by the Solan Municipal Corporation. The petition, filed by local residents led by Kushal Jethi, asserts that the ground—traditionally reserved for community and recreational activities—is being diverted for profit-oriented events in violation of its public character.
The matter was taken up by a Division Bench comprising Chief Justice G.S. Sandhawalia and Justice Jiya Lal Bhardwaj. Senior Advocate Sudhir Thakur, assisted by Advocate Karun Negi, submitted that Thodo Ground, measuring 00-64-60 hectares on Rajgarh Road, has for decades served as a key open space for sports, yoga, morning walks, and cultural gatherings. Given its location amid residential colonies, schools, private and zonal hospitals, educational institutions, and small commercial establishments, residents depend on it for daily recreation and public health.
The PIL contends that despite this historic usage, the Solan Municipal Corporation and district administration have increasingly permitted fairs, exhibitions, and commercial programmes on the ground. The petitioners cited a permission granted on 25 September 2023 to Dynamic India Yuva Mandal, allowing use of the ground for eight days at a rent of Rs 50,000. Such repeated commercial activities, they argue, cause nuisance, disturb the locality, and deprive citizens of access to a vital public space.
The Court issued notices to the State and other respondents after hearing the submissions. Additional Advocate General Rakesh Dhaulta, along with Advocates Varun Rana and Dheeraj Thakur, accepted notice on behalf of respondents Nos. 1–5 and sought time to file replies.
The matter has been listed for further hearing on December 29, 2025.
