HC issues notice to HP Govt. over delay in Pabber bridge construction

Shimla, July 22
Taking suo motu cognisance of a representation highlighting the prolonged delay in construction of a bridge over the Pabber River at Seema in Shimla district, the Himachal Pradesh High Court has registered a Public Interest Litigation (PIL) and issued notice to the State Government, seeking a status report on the matter.
A Division Bench comprising Chief Justice G.S. Sandhawalia and Justice Bipin C. Negi passed the order after treating a representation submitted by Ajay Dhawan as a Public Interest Litigation. The representation sought immediate commencement of construction of the long-pending bridge over the Pabber River on the RCD Road under the HPPWD Sub-Division Chirgaon and Division Rohru, besides raising concerns over delays in other bridge projects in the surrounding areas.
The court confined the notice at this stage to respondents No. 1 to 5. Additional Advocate General Varun Chandel appeared before the Bench and waived formal service of notice on behalf of the State authorities.
The High Court directed the State Government to file a detailed status report explaining the reasons for the delay and the present position of the project. The matter has been listed for further hearing on August 31, 2026.

According to a press note issued by the High Court, the PIL was registered on the administrative side after receiving the representation regarding the inordinate delay in construction of the bridge at Seema and other bridges in the region. The court considered the issue significant in view of its impact on connectivity and public convenience.
The proposed bridge is expected to improve road connectivity for residents of Chirgaon, Rohru and adjoining areas, where people have been awaiting the project for several years. The High Court’s intervention is expected to expedite the government’s response and the implementation of the long-pending infrastructure work.
