The Himachal Pradesh High Court has sought responses from the state government and the Shimla Municipal Corporation (SMC) on a petition urging immediate intervention to safeguard the iconic Ridge Ground from structural threats and commercial misuse.
The petition, filed by former Deputy Mayor Tikender Singh Panwar, highlights the risks posed by unchecked activities on the Ridge—especially to the 140-year-old underground water reservoir built using lime and mortar. This traditional tank, which holds over 10 lakh gallons of water, could be compromised by the regular movement of heavy vehicles and rising commercial events on the surface, the petition warns.
Taking note of the concerns, a Division Bench comprising Chief Justice G.S. Sandhawalia and Justice Ranjan Sharma issued notices on July 30 and directed the authorities to file their replies within four weeks. The matter is now scheduled for further hearing on September 3.
Panwar’s plea reflects the sentiments of a wider section of the local community, including traders and shopkeepers. Recently, the Beopar Mandal organized a symbolic shutdown protesting the increasing use of the Ridge and Mall Road for exhibitions and trade fairs. They argued that such activities disregard pedestrian norms and undermine the cultural and historical significance of the area.
Responding to the row, Shimla MC Commissioner Narender Attri clarified that a recent event was held with approval from Christ Church authorities, who had opted to rent the premises. He also noted that permissions for such activities are often granted jointly by the Municipal Corporation and the Home Secretary, making it difficult for either authority to object independently.
The court’s intervention comes amid rising concerns over preserving Shimla’s fragile heritage amid urban pressures.
