A fresh controversy surrounding alleged recruitment scams in Himachal Pradesh has erupted after a hidden-camera operation conducted by a group of youths from Bilaspur in Himachal Pradesh exposed a man accused of acting as a middleman in securing government jobs for money.
The alleged sting video, now widely circulating on social media, shows a man aged between 45 and 50 years purportedly boasting about his involvement in arranging government recruitments over the last 15 to 16 years.
In the footage, the accused allegedly claims to have facilitated appointments in departments including Home Guards and even Patwari recruitments.
According to details shared by those involved in the sting, the operation was spearheaded by Vishal Chandel and his associates, who reportedly tracked the accused for more than a month before laying a “camera trap” in a restaurant in Bilaspur.

Hidden cameras and microphones were secretly installed after the entire restaurant premises were booked for the meeting.
The accused, identified in the video as Satish Guleria, is stated to be originally from Kangra district but allegedly residing in Chandigarh. He was reportedly invited to Bilaspur on the pretext of collecting an advance payment of Rs 6 lakh in exchange for securing a position in the ongoing Home Guard recruitment process in Himachal Pradesh.
During the purported conversation captured on camera, the man allegedly admits that he has been carrying out such activities for nearly “11 to 12 years” and refers to the illegal recruitment arrangements as his “work” or “kam”.
The youths conducting the sting claimed the objective was to expose fraudsters exploiting unemployed youth seeking government jobs.
“This fraudulent network has ruined the lives of poor and hardworking youth of Himachal,” Vishal Chandel said in a statement accompanying the video posted online. He also alleged that some government officials remain complicit in such operations.
The authenticity of the viral video, however, could not be independently verified by Himachal Scape. Nevertheless, a senior state government official, requesting anonymity, confirmed that the matter appeared serious and may warrant investigation by law enforcement agencies.
The incident has once again raised concerns over the alleged role of touts and middlemen in government recruitment processes in Himachal Pradesh, particularly at a time when unemployment among educated youth remains a politically sensitive issue.
