Himachal Assembly clears Bill for Digital Property Registration System

The Himachal Pradesh Legislative Assembly on Tuesday approved the Registration (Himachal Pradesh Amendment) Bill, 2025, opening the door to a complete digital shift in property registration across the state. The legislation, which amends provisions of the Registration Act, 1908 in its application to Himachal, was passed by voice vote without debate.
In the absence of Revenue Minister Jagat Singh, Education Minister Rohit Thakur piloted the bill and said the initiative is designed to end unnecessary delays in property dealings while ensuring transparency and efficiency. “Mutation of registers will now take place simultaneously with document execution. Acceptance of digital records will spare citizens multiple rounds to offices and speed up the process,” he told the House.
The new law introduces several technology-driven provisions, including Aadhaar-based authentication, e-submission of property documents, use of digital signatures, and even video conferencing for certain executions. It also provides for secure digital storage of records and allows certified digital copies of registered documents to be issued electronically through official portals.

As part of the reform, cadastral maps and land descriptions will be digitised and linked to the registration portal. Courts and government departments will also be required to transmit decrees and orders directly to registration offices through electronic means. Officials highlighted that advanced search and retrieval features will be built into the system to simplify access to records and enable cross-referencing of documents.
The legislation incorporates strict safeguards for data privacy, security, and controlled access to electronic records. According to the government, these measures will modernise land record management, curb red tape, and align Himachal’s property registration system with the broader goals of the Digital India programme.
