The Director of School Education Himachal Pradesh has imposed the major penalty of compulsory retirement on Sanjeev Passy, Lecturer (English), for grave misconduct involving prolonged unauthorized absence from duty.
According to an official press note issued on Monday, departmental records revealed that while posted at in Sirmaur district, the lecturer remained willfully absent for a cumulative period of 234 days.
The unauthorized absence occurred in multiple spells between June 1, 2022, and November 30, 2023. The department termed the conduct a clear violation of Rules 3(1)(i), (ii) and (iii) of the Central Civil Services (Conduct) Rules, 1964, along with provisions of FR-17A.
Following the detection of the misconduct, disciplinary proceedings were initiated against the official under Rule 14 of the CCS (CCA) Rules, 1965. A formal departmental inquiry was conducted, during which the Inquiry Officer held the charges as fully proved.
After examining the inquiry report and the entire service record, the competent authority decided to impose the penalty of compulsory retirement from government service with immediate effect.
The department further disclosed that the action on unauthorized absence is separate from another serious matter currently under investigation. During his tenure at GSSS Dahan, the lecturer was allegedly involved in financial embezzlement amounting to approximately Rs 4.13 lakh.
In connection with this allegation, a separate chargesheet was issued on October 4, 2025, under the CCS (CCA) Rules. These proceedings are presently ongoing, and the department has clarified that an additional penalty may be imposed upon their conclusion, independent of the current action.
Reiterating its stand, the Directorate of School Education emphasized its zero-tolerance approach toward indiscipline and financial irregularities.
The department asserted that strict and exemplary action would continue to be taken against any government employee found violating service rules, compromising integrity, or undermining accountability within the education system.
