The apple season in Himachal Pradesh has kicked off with a significant regulatory change as the state government, led by Horticulture Minister Jagat Singh Negi, has decided to strictly implement the use of Universal Cartons for apple packaging. This move comes after extensive discussions and consultations with gardeners and various stakeholders in the horticulture sector.
Minister Negi emphasized that the decision to ban telescopic cartons was not made hastily. A series of thorough meetings were held to ensure that all voices were heard and that the best interests of the apple growers and the industry were considered. The new regulation mandates that apples, whether sold within the state or outside, must be packaged in Universal Cartons. This step aims to standardize the packaging process and improve the overall quality and marketability of the apples from Himachal Pradesh.
To enforce this regulation, SDM-level officers will be empowered to issue challans to those who continue to use telescopic cartons. However, there is some flexibility as gardeners are allowed to pack apples weighing less than 20 kg in any type of carton. Minister Negi highlighted the importance of awareness among gardeners to ensure the proper implementation of the new packaging rules.
Addressing concerns from some quarters, Negi acknowledged that there are individuals attempting to create confusion about the Universal Carton mandate. He stressed that allowing the continued use of telescopic cartons would undermine the initiative, making it challenging to enforce the new standard. Therefore, a complete ban on telescopic cartons has been enforced, both within and outside the state.
Additionally, the government has taken steps to empower the Agricultural Produce Market Committee (APMC) to handle issues related to defaulting brokers more effectively. Most of these brokers are local, and Minister Negi urged gardeners to be vigilant and seek legal assistance promptly if they encounter any problems.
In a firm stance, Minister Negi reiterated that the Congress government will not allow the use of telescopic cartons this apple season. He clarified that apples brought in telescopic cartons would only be sold based on weight, whereas apples in Universal Cartons could be sold without weighing. This mechanism aims to ensure compliance and maintain the integrity of the new packaging standards.
