Historic Town Hall cafe in Shimla reopens after settlement of Court dispute

Shimla’s historic Town Hall has been reopened to the public by the Municipal Corporation (MC) after being closed due to legal proceedings.

The reopening comes after the Himachal Pradesh High Court lifted the stay on its operation, allowing the high-end café and food chains operating under the new contract to resume business.

According to Shimla MC Commissioner Bhupinder Singh Atri, the High Court had given its approval for the café before the winter vacation. However, operations were delayed as the concessionaire failed to deposit three months’ advance rent, preventing the property from being used during the court’s vacation period. Once the pending financial obligations were cleared, the Town Hall was rededicated to the public on Sunday.

The legal dispute surrounding the Town Hall’s adaptive reuse stemmed from concerns over its commercial utilization without prior approvals from the Heritage Committee and relevant government bodies.

 Initially, the High Court had stayed the operation of the café following a petition that challenged the allotment process. Advocate General Anup Rattan defended the state’s position, emphasizing that ₹8 crore had been spent on the building’s restoration, and the plan to open a high-end café was aligned with government policies and court directives.

With the petitioner withdrawing their plea, the legal hurdles were removed, allowing the café to function once again. The High Court’s ruling reinforced the MC’s authority over the property while ensuring that its heritage status remains intact. The court mandated that any commercial activity within the Town Hall must respect its historical significance and architectural integrity.

The high-end café’s return is expected to enhance tourism and contribute to the building’s upkeep, marking a successful resolution to the prolonged legal battle.
