HP Govt mandates 30 km posting for Education employees to club short stays

The Himachal Pradesh Government has introduced a new policy regarding posting and transfer of employees within the Education Department. According to this policy, employees are now required to remain posted at a location at least 30 kilometers away from their home and serving station in order to fulfill the mandatory three-year short stay requirement.
A notification issued by the Secretary of Education, Rakesh Kanwar, highlighted that there are a sufficient number of educational institutions situated in close proximity to each other in many areas of the state. It has been observed that Education Department employees often seek transfers to nearby institutions, allowing them to remain within a few kilometers of their home for extended periods.
Furthermore, the existing Transfer Policy and Guidelines issued by the Department of Personnel on July 10, 2013, do not include any provision for the consolidation of services or stays for the purpose of transfers. Consequently, even if employees serve for more than three years at various stations within a short distance, their tenure is not considered complete unless they spend more than three years at a single station.
This practice of staying within short distances for extended periods has resulted in a shortage of employees in remote areas while depriving those posted in far-flung regions of the opportunity to serve in towns and nearby stations. After careful consideration, the government has decided that continuous services rendered by Education Department employees within a 30-kilometer radius will now be considered as a single station stay, and these services will be combined for the calculation of tenure for the purpose of transfers
