The Himachal Pradesh Government today introduced a bill in the state assembly to amend the Himachal Pradesh Police Act, 2007, with a key focus on protecting public servants from unwarranted legal actions. Chief Minister Sukhvinder Singh Sukhu, who also holds the Home portfolio, presented the bill, which prohibits the arrest of public servants for actions performed in the discharge of their official duties without prior government approval.
This significant amendment to Section 65 of the Police Act aims to safeguard officials from undue harassment, enabling them to perform their responsibilities without fear.
The proposed amendments also emphasize reforms in recruitment processes and administrative simplifications. The recruitment of Non-Gazetted Police Officers (Grade-II) will now be conducted by the Police Recruitment Board at the state level, replacing district-level recruitment to establish a unified system across Himachal Pradesh. Additionally, the bill removes the need for separate district and state cadre rolls for certain police officer categories, streamlining administrative procedures.
Another provision in the bill introduces flexibility in appointments to District Police Complaint Authorities. It empowers the state government to nominate junior retired officers in cases where senior retired officers of specified ranks are unavailable, ensuring the continued functionality of these authorities.
Chief Minister Sukhu underscored that these amendments are designed to enhance administrative efficiency, streamline recruitment processes, and address gaps in the existing system. The legislative assembly is set to deliberate further on the proposed changes before moving towards its passage.
