In the statement Sukhu emphasized that the State is in a difficult financial position due to the whooping borrowing by the previous BJP Government whereas the Congress government is trying to create new revenue resources. The current government has responsibly taken a loan of only Rs. 4100 crore, in contrast to the previous BJP government’s staggering Rs. 14 thousand crore loan in the previous financial year, he claimed.
The state government, in its commitment to enhancing resources, has implemented various strategic reforms, noted Sukhu. Notably, amendments to lease rules have reduced the lease period from 99 years to 40 years, benefiting the people of the state. The government has also taken significant decisions, including the handover of Dhaulasiddh, Luhri Phase-1, and Sunni hydro power projects to Himachal Pradesh after 40 years, he claimed. The improved auction of liquor contracts is expected to contribute an additional Rs. 500 crore to the state exchequer, stated Sukhu.
Besides the legal battle with EIH for Hotel Wildflower the cancellation of the Jangi-Thopan-Powari project due to delays reflects the government’s commitment to accountability and efficiency, he claimed.
The successful fiscal measures undertaken by the Himachal Pradesh government, are estimating an increase of Rs. 1100 crore in revenue in this financial year. However, he lamented the impact of a natural disaster, which prevented the state from achieving an even more significant revenue hike of Rs. 1500 crore.
He said that the Union Government imposed restrictions on Himachal Pradesh for implementing the old pension scheme, leading to a fixed loan limit of Rs. 6600 crore for the current fiscal year. Additionally, a cap of Rs. 2900 crore over three years was set for externally aided projects.
Also, CM Sukhu criticized the previous BJP government, accusing it of creating an investment deficit during its tenure. He pointed out various infamous scams, including the police recruitment scam, HPSSC question paper leak scam, a mining scam of about Rs 100 crore, and a cryptocurrency scam. The CM is this statement questioned the lack of investigation into these matters, alleging that the previous government turned a blind eye to large-scale rigging and corruption in the state.
