Senior advocate Ajay Kochar emerged as the top vote-getter in the Himachal Pradesh Bar Council elections, securing the highest tally after an intensive four-day counting process held at the High Court premises.
Senior advocate Sanjeev Bhushan finished second with 359 votes, having initially led in the first-preference count before being overtaken during the preferential tally.
The closely fought election highlighted a competitive contest among leading members of the state’s legal fraternity. Notably, Kochar, who was placed second in direct votes, surged ahead through preferential counting to claim the top position.
The Himachal Pradesh Bar Council, the apex statutory body regulating the legal profession in the state, plays a critical role in maintaining standards of legal education and professional conduct. The newly elected body will comprise 11 other members, collectively responsible for regulatory oversight and institutional development.
Kochar is a prominent senior advocate of the Himachal Pradesh High Court, widely regarded for his expertise in criminal jurisprudence.
Bhushan’s second-place finish is being seen as a significant development within legal circles. An alumnus of Himachal Pradesh University and Government Degree College, Sanjauli, he has maintained a strong presence in both academic and professional domains. Known for his association with progressive legal thought, his election is expected to influence the council’s internal dynamics.

Observers believe the new council may place greater emphasis on institutional accountability, legal education standards, and issues affecting practicing advocates across the state. The council is expected to formally assume charge in the coming days.
