Raising the issue of delays in homestay registration, Manali MLA Bhubneshwar Gaur on Thursday questioned the government over the pending decision on changes in the criteria for issuing No Objection Certificates (NOC) from the fire department.
Gaur reminded the House that when he had raised the matter three to four months ago, the government had assured that a committee would be constituted to review the norms. “In my area, a large number of homestays are awaiting registration and renewal. Entrepreneurs are unable to move forward as their applications remain pending due to the requirement of a Fire Department NOC,” he said.
Chief Minister Sukhvinder Singh Sukhu informed the Assembly that the government is still examining the issue and looking at possible rebates or relaxations for homestays. He said that all aspects were being considered, particularly in the case of old and heritage buildings.
Gaur highlighted that several such structures, built with traditional dahajji wall techniques, could face structural risks if extensive rewiring or modern fire safety installations are enforced. “We need a balanced approach so that safety is ensured without endangering the integrity of heritage properties,” he added. Similar intent was reiterated by Chief MInister.
Manali, being one of the state’s most popular tourist destinations, has seen a rapid growth in homestays. However, owners have expressed concern that stringent and uniform fire safety requirements are leading to prolonged delays, affecting both livelihood opportunities and the local tourism economy.
