The Himachal Pradesh Government has issued a stern memo to Sanjeev Kumar Sharma, Superintendent Grade II at the H.P. Scertariat, Shimla, for alleged misconduct and violation of the Central Civil Services (Conduct) Rules, 1964.
The memo, dated August 27, this year was signed by Manjeet Bansal, Deputy Secretary to the Government of Himachal Pradesh. It accuses Sharma of making derogatory remarks about the state government’s functioning during a gate meeting of the H.P. Secretariat Services Confederation held on August 21 and 23, 2024.
The memo states that Sharma used objectionable language in his speech, instigated fellow employees to oppose the state government, and publicly criticized certain government policies and decisions. Such actions, according to the memo, are a clear violation of the CCS (Conduct) Rules, which prohibit government employees from making public statements that criticize government policies or decisions.
The government memo highlights that Sharma’s conduct is unwarranted and unbecoming of a government servant, equating it to misconduct and misbehavior. It emphasizes the responsibility of government employees to maintain discipline, uphold the integrity of the government, and refrain from actions that contravene rules and regulations.
Sharma has been given 15 days to explain his position and justify why departmental proceedings under the CCS (CCA) Rules, 1965, should not be initiated against him. The memo warns that failure to respond within the stipulated time will result in the matter being proceeded with as per law, presuming that he has nothing to say in his defense.
Reacting to the issuance of the show cause notice, former University Employees Union leader Barayam Singh Bains warned that the Sukhvinder Singh Sukhu government might face unforeseen dangers in the future. He noted that in the past, any chief minister who took similar actions did not make a comeback in state politics. Bains stressed that everything could be resolved through negotiation, but subjecting employee leaders to such treatment is not a good sign for the state government. He also criticized the government’s advisors for not guiding the chief minister appropriately.
