The Winter Session of the Himachal Pradesh Legislative Assembly concluded on Saturday with an impressive productivity rate of 106%, far exceeding the Lok Sabha and Rajya Sabha’s average productivity of 55% and 40%, respectively. Speaker Kuldeep Pathania termed the four-day session historic, highlighting its achievements and efficiency.
The session lasted 21 hours and 30 minutes, with 9.5 hours allotted to treasury bench members and 8.5 hours to the opposition. A key milestone was the launch of the National e-Vidhan Application (NeVA) software, marking the Assembly’s transition to paperless proceedings.
During the session, 188 starred and 55 unstarred questions were raised, with both oral and written replies provided. For the first time in the Assembly’s history, Zero Hour was introduced, allowing members to raise 26 issues over two days, all of which were addressed by the concerned ministers.
A total of 14 legislations were introduced, debated, and passed, including the HP Land Ceiling Amendment Act, 2024, the HP Employees Recruitment and Service Conditions Regulation Bill, 2024, and the HP Panchayati Raj Amendment Act, 2024.
Additionally, the Assembly discussed two and three issues under Rules 61 and 62, respectively. On Private Members’ Day, three resolutions were presented, with one discussed, one deferred, and one withdrawn. A government resolution on Post-Disaster Need Assessment was also passed under Rule 102. The session saw the presentation of 26 committee reports, including those from the Public Accounts Committee, along with two reports from the Comptroller and Auditor General (CAG). Discussions on six and two issues took place under Rules 324 and 130, respectively.
Speaker Pathania praised the session’s achievements, noting that the introduction of Zero Hour and the adoption of NeVA software would enhance the Assembly’s efficiency and transparency. The session concluded sine die, setting a benchmark for productivity and effectiveness in legislative proceedings.
