
Rs 19 crore monthly salary for 13,000 outsourced staff: Himachal Govt tells House; Rs 14,062 crore spent annually on salaries

The Himachal Pradesh government on Tuesday informed the Vidhan Sabha that around 13,000 outsourced employees across departments are being paid a combined salary of Rs 19 crore per month.
Replying to a starred question (No. 4253) raised by MLAs Prakash Rana and Dr Janak Raj, the government said that the annual expenditure on outsourced staff stands at Rs 224 crore.
The House was further informed that the state incurs Rs 1,172 crore per month and Rs 14,062 crore annually on salaries and allowances of regular and contractual employees.
On pension liabilities, the government stated that Rs 10,536 crore was paid during 2024–25 under the pension head, adding that no department-wise or category-wise breakup is maintained as pensioners are centrally recorded after retirement.

Responding to concerns regarding outsourced employees, the government acknowledged that they face issues such as low wages, job insecurity and delays in salary payments, but said that guidelines mandate payment by service providers by the 7th of every month.
It also clarified that outsourced employees are not government employees, and no proposal is under consideration to provide job security or a long-term contractual policy.
On delayed payments, the reply stated that no such cases have come to the notice of the government after issuance of guidelines.
