Police fund probe leads to FIR against Former Shimla SP Sanjeev Gandhi
Shimla, Oct 22,
Shimla Police have registered a case against former Shimla Superintendent of Police Sanjeev Kumar Gandhi over allegations of cheating, misuse of government funds and financial irregularities involving the alleged unauthorised withdrawal of Rs 2.35 lakh from a district police fund.
According to an official press note issued by the Shimla Police spokesperson, FIR No. 138/2026 was registered at Sadar Police Station, Shimla, on October 22 under Sections 316(5), 314, 318, 336 and 340 of the Bharatiya Nyaya Sanhita (BNS). The investigation is underway.
The case follows a complaint by a police constable posted at Police Lines, Kaithu, Shimla, who alleged that he had spent Rs 1,87,890 from his personal funds during 2024 and 2025 to arrange materials and meet requirements for official duties. He was reportedly assured that the expenditure would be reimbursed.
The constable subsequently submitted the bills to the office, where they were verified and approved for payment. However, he alleged that on February 6, 2026, Gandhi called him and obtained his signatures on payment-related vouchers by allegedly misleading him into believing that the formalities were necessary to release the sanctioned amount. The payment was allegedly not made despite the signatures.
According to the complaint, the constable approached the office’s accounts branch in July 2026 and learnt that the relevant amount had been withdrawn from the fund but had not been credited to his account. He claimed that he was consequently forced to arrange money from personal resources to meet his liabilities.
The police said an examination of the relevant financial records revealed that approximately Rs 2.35 lakh had allegedly been withdrawn unauthorisedly from a district police fund over a period of nearly two years. The records reportedly did not contain details explaining the purpose for which the withdrawn amount had been spent.
The press note further alleged that after Gandhi’s transfer from the post of Shimla SP to the Personnel Department, the approved amount payable to the constable was transferred to the concerned fund account instead of being released to him. This was allegedly done to make good the shortfall in the fund, leaving the constable without his approved reimbursement.
Police said the preliminary examination of records indicated possible cheating, misuse of government money and financial irregularities involving the transfer of the sanctioned payment. The case is being investigated to establish the circumstances surrounding the transactions and the alleged irregularities.
The allegations against Gandhi are yet to be established through the investigation and judicial proceedings.
