The Comptroller & Auditor General CAG said in its report for the year ended March 31, 2019 that in 60 heads of account or scheme, 100 percent grant amounting to Rs 801.05 cr was surrendered. The report elaborated that in 155 sub-heads, out of the total provisions of Rs 2,951.82 cr. an amount of Rs 2,328.25 cr was surrendered at the end of the financial year.
Chief Minister Jai Ram Thakur who hold the portfolio of finance laid the CAG report on state finance in the state Assembly. During 2018-19, expenditure of Rs 42,469.10 cr (90.39 pc) was incurred against total grants and appropriations of Rs. 46,984.86 cr. Overall savings of Rs. 4515.58 cr were the results of savings of Rs 5,336.95 cr minus excess expenditure of Rs 8,333.35 cr for the period 2013-14 and 2017-18 required regularisation of the State Legislature under Article 205 of the Constitution of India.
Supplementary provision of Rs 1,916.49 Cr in 12 sub-heads provided unnecessary or inadequate as expenditure either did not come upto the level of original provisions or exceeded the total provision leaving an aggregate uncovered excess expenditure re appropriations made proved injudicious in view of excessive surrenders or insufficient augmentation and resulted in excess expenditure of over Rs 617.17 cr in 18 sub-heads of savings of over Rs 196.22 cr under 12 sub-heads Rs. one cr or more in each case.
