Prof. N.K. Sharda, former Pro-Vice Chancellor of Himachal Pradesh University (HPU), has expressed deep concern over the increasing reliance on ad hoc appointments in institutions of higher learning across the state. In an interview with Himachal Scape, Prof. Sharda emphasized the critical need for regular and permanent appointments to key positions, particularly citing the prolonged vacancy of the Vice-Chancellor’s post at HPU.
“Relying on additional charges for indefinite periods undermines the efficiency and effectiveness of these institutions,” Prof. Sharda stated. “This situation, where the Vice-Chancellor’s post remains vacant for an extended period, was unheard of in the past. This delay is detrimental to the health and functioning of institutions like HPU.”
Prof. Sharda pointed to the Indian Institute of Advanced Study (IIAS) as another example where the issue of ad hocism is prevalent. “The union ministry of human resources has repeatedly failed to appoint a regular director, instead handing over additional charges to individuals, such as the vice-chancellor of the Central University of Punjab. This laxity inevitably hampers the institution’s operations and progress,” he added.
Commenting on the ongoing public dispute between the Governor and the State Government regarding the appointment of Vice-Chancellors at HPU, Prof. Sharda criticized the lack of resolution and the media statements issued on the matter. “The issue should not be politicized or delayed for the sake of waiting for a particular candidate to become eligible. Such delays are highly inappropriate. Appointments must be made promptly from the list prepared by the selection committee,” he asserted.
Prof. Sharda stressed that leaving critical positions vacant for indefinite periods is detrimental to the long-term stability and growth of these institutions. He urged for immediate and transparent action to ensure the smooth functioning of higher education establishments in the state.
