A Rs 50 lakh alleged scam has surfaced in Sangrah subdivision of Sirmaur district, Himachal Pradesh, where construction materials like sand and gravel were allegedly transported using scooters, motorcycles, and cars. Dubbed the “Scooter-Gravel Gate,” the alleged scam implicates two Gram Panchayats, Rekhali and Dana Ghat.

The issue was brought to light by RTI activist Krishna Dutt from Redli Panchayat, who exposed the fraudulent practices during a press conference in Nahan. Dutt disclosed that bills submitted by a construction material supplier listed the registration numbers of two-wheelers and small vehicles for transporting heavy materials meant for government-funded construction projects.
“How can materials like sand and gravel, which require trucks and tippers, be transported on scooters or bikes? This is a blatant misuse of public funds,” said Dutt, sharing a detailed list of vehicle numbers included in the dubious bills.
The activist revealed that the same supplier provided materials to both panchayats, further questioning the credibility of the transactions. “Despite repeated complaints to the authorities, no significant action has been taken yet,” he stated. Dutt has now filed a formal complaint with the Vigilance Department and appealed to Chief Minister Sukhwinder Singh Sukhu to ensure a thorough investigation and justice.
District Panchayat Officer and Project Officer of the Rural Development Agency, Abhishek Mittal, confirmed that a complaint has been received. “An investigation is underway, and strict action will be taken if the allegations are proven,” Mittal said.
Residents of Sangrah expressed their frustration over the misuse of public funds. A local resident, speaking on the condition of anonymity, said, “This is not the first time something like this has happened. We demand transparency and accountability.”
Krishna Dutt also alleged attempts to suppress the case, claiming false charges were being fabricated to intimidate him. Despite this, he vowed to continue his fight for justice.
This scam follows other recent controversies in Himachal Pradesh, such as the Theog water supply scam, and IPH Bike and Scooter scam, highlighting an urgent need for stronger oversight and accountability in rural governance.
