Shimla, March 27,
The Comptroller and Auditor General (CAG) has raised concerns regarding the Utilization Certificates (UCs) under the Sukhvinder Singh Sukhu-led government in Himachal Pradesh. According to the 2023-24 CAG report, the Sukhu government was required to submit 1,342 UCs amounting to ₹1,744.60 crore between March 2023 and March 2024. However, these certificates were not issued.
Experts believe that this could also mean that projects worth thousands of crores that were supposed to be completed by March 2024 remained incomplete.

Additionally, 1,648 UCs amounting to ₹1,050.63 crore, which were pending from the previous Jai Ram Thakur government and were due by March 2023, also remained unissued as of March 2024.
As per the CAG report, by March 31, 2024, a total of 2,990 UCs worth ₹2,795.23 crore were still pending.
Furthermore, the CAG noted that the State government did not provide any assurance that the allocated funds were used for their intended purpose. The government also did not respond to the CAG’s concerns on this matter.
