Congress promises clean, green Shimla with simplified building construction

The ruling Congress party in Shimla released its manifesto ahead of the Shimla Municipal Election, promising to maintain a clean and green town. The manifesto, released, committed to simplifying the process of clearing the maps pending with the civic body before 2017, the date of the NGT order coming into force. The 12-page document highlighted the party’s aim to protect nature and the environment, including the protection of existing trees and plants under “Green Shimla” and prioritizing the planting of new trees.
The manifesto addressed the issue of providing clearance to pending cases of old construction in the town, stating that the maps submitted before 2017 would be sorted out prominently to remove difficulties in constructing new buildings. The party also reiterated its recently passed decision to streamline the process by simplifying, the increase in the height of the “Attic” by making it a habitable area.
The manifesto also mentioned taking suitable steps to regularize multi-storeyed buildings built in the merged area included in Shimla MC and Planning area from Panchayat and rural areas in the recent past. The party also promised to reinstate old land rights of residents living in newly merged or included areas in Municipal Corporation Shimla, and to give ownership rights to leaseholders.

In addition to 14 other guarantees, the party promised uninterrupted clean water supply in every ward with modern technology based on a world-class UV method, and every consumer would be provided with a water connection without an NOC, similar to the electricity meter. The party also promised to explore more space in government land for beautiful parks, parking lots, and community centers in every ward to end traffic congestion and parking problems.
The manifesto also promised to launch a Drug-Free Shimla drive to curb the increasing menace of drugs among the youth. The party suggested opening drug addiction centers in the periphery area of the town and nabbing big peddlers of drugs. The party also promised to make an ambulance route and provide a taxi facility to ferry residents of every ward to hospitals and other identified places in the city.
The party highlighted recent announcements by the state government, such as allowing e-buses and e-rickshaws and providing a 50 percent subsidy for the purchase of “e-bus” and private truck operators for purchasing electrical vehicles. Other promises made in the manifesto included widening roads, providing night bus service, allowing the opening of wellness centers, health care van facilities, and old age homes. The party also promised to shift Anaj Mandi, Sabzi Mandi, Transport Area, and Wood Depots from Shimla town after selecting a suitable place near the town to decongest the town.
The manifesto also promised to waive the rent and garbage bills of affected traders of the commercial premises and shops of the Municipal Corporation during the Corona period. Medical test labs would be opened in all the old dispensaries in the city, and robotic surgery would be started in IGMC, while an emergency medicine department would be established. The party also repeated its budget promise to provide a Pet Scan facility at IGMC and to construct skill development courses and hotels for working women at suitable places.
Other promises included putting overhead cables and power spans underground, providing more street lights and solar lights in the left-out areas, beautifying new areas, promoting the homestay scheme, developing a cycle track between CTO Chowk to Baluganj and around Jakhu Mandir from Ritz to Chhota Shimla and Sanjauli. The party also promised to allow food eateries and dhabas to open in main places to provide food round the clock for the convenience of tourists and extend the night hours of restaurants. The town would be provided with more library and reading spaces in the wards to improve educational activities.
