The Association for Democratic Reforms(ADR|) today released the performance of MLAs and political parties in the 13th State legislative assembly from Jan 9, 2018, to August 2022, indicating CPI(M) was the best-performing political outfit and Jagat Singh Negi of Congress the best performing Member of assembly from Kinnaur. The survey conducted from the proceeding of the assembly from 1st to the last session stated that the assembly was so efficient in the disposal of bills that it passed as many as 16 legislations within the same day of being laid in the house.
The 19 paged report compiled by the ADR and released by the state convenor OP Bhorata analysed the performance of MLAs in the Himachal Pradesh assembly based on the number of queries or questions raised or asked.
During the five years tenure Jagat Singh Negi who was in the fray for the 14th assembly elections from Kinnaur(Schedule tribe), asked as many as 482 queries. INC MLA from Rohru (SC) Mohan Lal Brakta was 2nd with 368 questions, and CPI(M) lone MLA in assembly from Theog figured 3rd with 334 queries.
However, the leftist party figured on the top by raising the highest 334 average questions in each session. Congress, with 21 members, figured 2nd with 179 queries, and BJP has 38 MLAs and has asked only 105 queries.
Ram Lal Thakur of Naina Devi of INC raised 291 queries, and Ramesh Dhawala of BJP is the 5th top-performing MLA, who asked 289 questions.
ADR said that members asked the highest 1073 queries about the public works department, 751 queries pertaining to Jal Shakti Vibhaag, 699 questions about Health and Family Welfare, 508 for higher education, 422 queries about Multipurpose and power projects, 338 Revenue, 331 Transport, 307 from Elementary Education, 269 from the forest, 253 about Agriculture, 234 from Home Department, 214 Horticulture, 212 from Rural Development, 207 Urban Development and 205 from industries. The ADR analysing the performance and productivity of the 13th legislative assembly pointed out that 16 bills were passed on the same day when they were laid for introduction, discussion and passing, 13 bills passed in one day before introduction a day ahead, 12 bills passed in two days, six bills are passed in three days two bills in four days. Five bills were passed in five days. The assembly passed a total of 54 bills in five years, as 15 bills were passed in 2018, 20 in 2019, 14 in 2020 and five in 2021.
As per the report, the worst performing MLAs were Rajiv Bindal of BJP, who asked only seven queries, Jeet Ram Katwal of BJP, who only had 40 questions. Narinder Bragta, 17, Ravinder Kumar of BJP, 37 queries , Virbhadra Singh of INC, 49 and Reena Kashyap of BJP, 40, Ritha Devi of BJP, 24 questions
