The Himachal Pradesh High Court has mandated that the state’s civic bodies and government enforce a plastic-free initiative statewide. Drawing inspiration from successful environmental practices in Sikkim and Bhutan, the court has also ordered the implementation of a green tax on tourists to help maintain the state’s pristine environment.

This directive was issued by a division bench consisting of Justice Tarlok Singh Chauhan and Justice Sushil Kukreja on Thursday. To ensure compliance, tourists will now be required to carry plastic bags in their vehicles for waste disposal, a measure aimed at reducing littering and promoting responsible tourism.
Previously, on March 23 and May 9, the High Court had instructed the Municipal Corporation Shimla to take stringent steps to manage solid waste effectively.
In response to the court’s orders, the Municipal Corporation has set up a complaint number, 9805201916, for the public to report littering near forests and residential areas. Complaints will remain visible until resolved, ensuring accountability and prompt action.
Furthermore, the state government has been directed to establish a special task force by August 1, the date of the next hearing. The Deputy Commissioner of Lahaul-Spiti has been asked to submit an affidavit detailing the utilization of the green tax collected from tourists, ensuring transparency and effective use of funds for environmental conservation.
The court has also emphasized the need for stringent penalties on those illegally bringing plastic into the state. It has ordered the registration of plastic companies from outside Himachal Pradesh to monitor and control the influx of plastic materials. Heavy fines will be imposed on violators to deter illegal activities.
