HC unvail second additional district and sessions Court

Himachal Pradesh High Court Chief Justice G.S. Sandhawalia on Friday virtually inaugurated the second Court of Additional District and Sessions Judge at Kullu, aimed at strengthening judicial infrastructure and expediting disposal of the growing number of cases in the district.
Addressing the gathering, Justice Sandhawalia said the new court was necessitated by the increasing workload on the judicial system in Kullu, particularly the rise in criminal cases, including those under the Narcotic Drugs and Psychotropic Substances Act.
He said nearly 3,800 cases were pending before the appellate courts at the Judicial Court Complex, Kullu, observing that pendency was not merely a statistical figure as every case represented a person awaiting resolution.
The Chief Justice said the existing judicial infrastructure was inadequate to meet the growing demands of justice delivery and stressed the need for expeditious disposal of cases without unnecessary delay.
He said inauguration of a court was not merely the opening of a building or creation of another office but represented a larger commitment to the rule of law and people’s faith in the justice delivery system.

Referring to the ancient principle that “Dharma protects those who protect it,” Justice Sandhawalia said that for the judiciary, this meant upholding the rule of law, deciding cases without fear or favour and safeguarding individual rights while protecting the interests of society.
He congratulated Additional District Judge Amit Mandyal, who will preside over the newly established court, and appreciated District and Sessions Judge P.C. Rana for establishing the court infrastructure following its notification.
The Chief Justice also acknowledged the contribution of the State Government, High Court Registry, district administration and other stakeholders. He congratulated Administrative Judge, Kullu, Justice Rakesh Kainthla, on the establishment of the new court.
