HC warrants against VC of Y.S. Parmar University

Himachal Pradesh High Court has taken a serious view of the non-compliance of its earlier orders by the authorities of Dr Y.S. Parmar University of Horticulture and Forestry, Nauni, and ordered issuance of bailable warrants against the Vice Chancellor and Registrar of the university.
The directions were passed by Justice Jiya Lal Bhardwaj while hearing Execution Petition No. 345 of 2026 titled Nek Ram versus Dr Y.S. Parmar University of Horticulture and Forestry on May 20.
According to the court order, the High Court had earlier directed on May 13 that if the judgment under execution was not complied with before the next date of hearing, the Vice Chancellor along with the Registrar of the respondent university should remain present before the court on May 20.
However, when the matter came up for hearing, neither the judgment had been complied with nor were the concerned officers present before the court.

Observing the lapse, the court ordered that “bailable warrants be issued for securing their presence for 22.05.2026.”
Advocate Bonit Prakash appeared on behalf of the petitioner in place of Advocate A.K. Gupta, while Advocate Mansi Sharma represented the respondent university on behalf of Advocate Vandana Misra.
The matter is now listed for further hearing today, on May 22.
