Chief Minister Sukhvinder Singh Sukhu, who holds the portfolio of finance, presented the supplementary demands for Grant totaling Rs 10,307.59 Cr. Out of this, Rs 7,267.41 Cr is under State Schemes and Rs 3,040.18 Cr under Centrally Sponsored Schemes.
Major expenditures proposed under the State Schemes include Rs 3,367.76 Cr for repayment of Ways & Means Advance or Overdraft, Rs 696.44 Cr for Water Supply and Sanitation, Rs 598.71 Cr for pensions and other retirement benefits, Rs 442.09 Cr for assistance to HRTC, Rs 372.66 Cr for Power subsidy and loan to Himachal Pradesh Power Corporation Limited, Rs 279.32 Cr for Construction of hospitals, HIMCARE yojna and Mukhya Mantri Chikitsa Sahayata Kosh, Rs 215.02 Cr for Roads and Bridges, Rs 110.76 Cr for construction of multipurpose buildings, Mini Dwarka, Secretariats, State Guest House at New Delhi, and maintenance of various office Buildings, Rs 110.67 Cr for rail projects, Rs 102.47 Cr for Grants to Urban Local Bodies under 15th Finance Commission and AMRUT, Construction of Dhalli Tunnel and Khalini Flyover, Rs 96.25 Cr for interest payment, Rs 87.26 Cr for construction of Polytechnic Colleges, ITI, senior secondary schools, college buildings, and payment of salary, Rs 80.85 Cr for rehabilitation of the families affected in disaster and reconstruction of NDRF building at Salapar, Rs 71.18 Cr for HP SHIVA Project and purchase of pesticides, Rs 63.87 Cr for Mukhya Mantri Sukh Aashray Kosh, Social Security Pension for women and ex-gratia grant to the dependents of deceased employees, Rs 61.79 Cr for modernization of Police force, installation of CCTV at police stations, and payment of wages, Rs 57.45 Cr for Forest Department under Integrated Development Project and JICA Project, Rs 55.95 Cr for relief on account of natural calamity, Rs 47.43 Cr for grants to Himachal Pradesh Kaushal Vikas Nigam and implementation of Rajiv Gandhi Swarozgar Start-up Yojna, and Rs 38.45 Cr for clearance of pending liability of previous elections and for making preparations for forthcoming Lok Sabha Election 2024.
Under CSS, Supplementary demand is proposed for funding ongoing and new schemes for which money has been received during the year from the Government of India. Prominent among these are Rs 1,590.52 Cr for Disaster Management received under NDRF, Rs 525 Cr for Pradhan Mantri Gramin Sadak Yojna, Rs 207.23 Cr for compensation to Renukaji Dam Oustees, Rs 171.31 Cr for STARS Project, Rs 149.49 Cr for Smart City Mission Shimla, Rs 50.70 Cr for Pradhan Mantri Krishi, Rs 48.98 Cr for Smart City Mission, Rs 48.34 Cr for Central Road Fund, Rs 45.94 Cr for National Ayush Mission, and Rs 41.20 Cr for Formalization of Micro Food Processing Enterprises-Atmnirbhar Bharat Sinchai Yojna, Dharamshala.
