Shimla, Sept 9,
During the post-lunch session of the Himachal Pradesh Assembly on Monday, the issue of faculty deputation at Dr. Y S Parmar University of Horticulture and Forestry, Nauni, was brought to the forefront during the Question Hour. Responding to a starred question posed by Sanjay Ratan (Jwalamukhi), Horticulture Minister Jagat Singh Negi announced that two faculty members currently serving on deputation from outside the state would be sent back to their original institutions.
The Horticulture Minister, Jagat Singh Negi, criticized the previous government for the irregular appointments, stating that they had violated due process. He emphasized that the university’s existing faculty were capable of fulfilling the institution’s needs, making the deputations unnecessary.
To address the financial situation, the university has set a target of generating Rs. 43.50 crore in domestic income for the current fiscal year. Additionally, it has been tasked with completing research projects funded by the Indian Council of Agricultural Research (ICAR) in a timely manner.
While the university’s appointments of the Director of Research and Director of Extension were made through direct recruitment, they were later transitioned to deputation. This allowed the officers to retain benefits from their original institutions while minimizing liabilities for the university.
However, the government’s decision to terminate these deputations has led to legal complications. Minister Negi indicated that further action would be taken only after careful legal consultation to ensure compliance with state government regulations.
