
Himachal HC impleads Animal Welfare Board in PIL on menace of monkeys and stray dogs in Shimla

In a significant development, the High Court of Himachal Pradesh has suo moto impleaded the Animal Welfare Board established by the Union of India as a party in a Public Interest Litigation (PIL) and other related petitions concerning the growing menace of monkeys and stray dogs in the city of Shimla and its surroundings.
A Division Bench, headed by Chief Justice M.S. Ramachandra Rao and Justice Ajay Mohan Goel, passed the order in response to the PIL initiated by the High Court and several other petitions addressing the threat posed by monkeys and stray dogs.

As part of its directive, the Court has called upon the Animal Welfare Board of India, Ministry of Fisheries, Animal Husbandry and Dairying (Department of Animal Husbandry and Dairying), represented by the Secretary in Faridabad, Haryana, to submit suggestions on how to deal with the monkey menace affecting Shimla and its nearby areas.
Furthermore, the Court has advised the Advocate General to consult organizations such as Tirumala Tirupati Devasthanams in Tirumala, Chittoor District, Andhra Pradesh, where successful eradication of monkey menace has been achieved. The Advocate General is also urged to seek input from bodies with scientific expertise in dealing with the stray dog problem. A report on these consultations is expected to be filed during the next hearing.
The Municipal Corporation of Shimla has already submitted a compliance affidavit in relation to this matter. The petitions have been scheduled for the next hearing on July 17, 2023.
