The Himachal Pradesh High Court on Friday took stern action against the Himachal Road Transport Corporation (HRTC) for failing to implement its earlier judgment directing payment of arrears and benefits to employees.
Justice Satyen Vaidya, while hearing the execution petition in Gurcharan Singh & others vs. HRTC & others, noted that despite repeated opportunities, the corporation had failed to comply with the court’s directions.
The court observed: “The respondent-corporation cannot be allowed to sit over the judgment of this Court without implementing it on the ground of financial constraints in perpetuity. Already sufficient time has been afforded and further adjournments of the matter will amount to doing sheer injustice to the petitioners.”
The case arose after petitioners sought enforcement of a judgment dated October 16, 2024, which granted them relief in line with an earlier Division Bench ruling in Vikran Singh vs. HRTC. The corporation was required to pay consequential benefits and arrears by February 28, 2025.

Despite a compliance affidavit, the court found that “though principally the benefit has been ordered to be granted to the petitioner in terms of the judgment of this Court, the actual monetary benefits have not been extended.”
Taking strong note of the continued default, Justice Vaidya ordered immediate attachment of HRTC’s Vehicle No. HP-07-B-0222 (Etios). The judge directed that the vehicle shall remain unavailable for use until further orders.
The order further stated: “The respondent-corporation shall discharge the liability arising from the judgment of this Court within three weeks from today, failing which, further coercive action shall follow.”
The matter has been listed for further hearing on September 26, 2025.
