The Himachal Pradesh government today launched a comprehensive online system for property registration, aiming to reduce citizen visits to government offices to just once. Chief Minister Thakur Sukhvinder Singh Sukhu unveiled the ‘My Deed’ NGDRS (National Generic Document Registration System) Pilot Project, along with new formats for Jamabandi, e-Roznamcha Vakyati, and Kaarguzari initiatives.
The ‘My Deed’ project, currently piloted in ten tehsils across the state (Bilaspur Sadar, Dalhousie, Galore, Jaisinghpur, Bhuntar, Padhar, Kumarsain, Rajgarh, Kandaghat, and Bangana), will enable citizens to apply for land registration anytime and from anywhere, significantly saving time and effort.
Chief Minister Sukhu emphasized the government’s commitment to a “paperless, presence-less, and cashless” system in revenue matters to enhance transparency and efficiency. “Technology should be used to improve services and help people, to bring transparency and make revenue services more efficient,” he stated.
Further simplifying land records, the new Jamabandi format has been made easier to understand by removing archaic languages like Urdu, Arabic, and Farsi and presenting information in simple Hindi. The e-Roznamcha Vakyati will allow Patwaris to maintain digital records of daily events, while Kaarguzari will facilitate online daily attendance tracking for Tehsildars to monitor work progress. An online mutation register is also set to be linked soon.
The Chief Minister has set ambitious timelines for further digital integration. He directed the National Informatics Centre (NIC) and the Department of Digital Technologies and Governance to develop a digitally signed Jamabandi module within 10 days, eliminating the need for citizens to visit Patwarkhanas for land record copies. An online, paperless revenue court management system, allowing online writ petitions, summons, and digital updates, is also mandated within 15 days.
Additionally, an online mutation module is to be developed within 15 days to expedite mutation registration and directly link it with Jamabandi records. Deputy Commissioners have been urged to actively implement these initiatives at the ground level to ensure their full benefit reaches the public.
Chief Minister Sukhu also stressed the importance of adopting ‘Khangi Takseem’ in mission mode, particularly for jointly owned lands, to move towards a “Single Khata, Single Owner” concept, simplifying land records.
Revenue Minister Jagat Singh Negi, Deputy Chief Whip Kewal Singh Pathania, MLAs Vinod Sultanpuri and Malender Rajan, Principal Advisor (Media) to CM Naresh Chauhan, Additional Chief Secretary KK Pant, Director Raghav Sharma, Director Digital Technologies and Governance Dr. Nipun Jindal, and other senior revenue department officers were present at the launch. The Chief Minister expressed confidence that these digital reforms will significantly reduce the need for citizens to visit government offices, providing quick resolution to public issues.
