HP Govt to share green energy revenue directly to Panchayats; 25pc earmarked for orphans & widows

In a significant policy shift aimed at strengthening rural development and social welfare, the Himachal Pradesh government has decided that Gram Panchayats generating green energy would directly benefit from the revenue earned through renewable energy projects established in their areas.
Under the revised revenue-sharing model of the state’s Green Panchayat initiative, 25 per cent of the revenue generated from solar power projects would be provided directly to the concerned Gram Panchayat for local development works.
Earlier, revenue generated from power projects established within Panchayat jurisdictions was transferred directly to the state government.
The decision is part of the government’s ambitious programme to establish 500 KW ground-mounted solar power projects in 100 Gram Panchayats across the state. The initiative seeks to promote renewable energy generation while ensuring that local communities receive tangible economic benefits.
Chief Minister Thakur Sukhvinder Singh Sukhu said the Green Panchayat initiative would now also contribute to the welfare of vulnerable sections of society.
Under the revised formula, 25 per cent of the revenue generated from the projects would be transferred to the Social Justice and Empowerment Department for providing financial assistance to orphans and widows belonging to the respective Gram Panchayats.
According to the new revenue-sharing arrangement, 20 per cent of the revenue will go to the state government, 20 per cent would be utilized by HIMURJA for operation and maintenance of the projects, 10 per cent would be allocated to HIMURJA, while 25 per cent each would be earmarked for Panchayat development activities and welfare schemes for orphans and widows.
The Chief Minister said the state government has accorded top priority to the welfare of underprivileged and marginalized sections.

He highlighted that around 6,000 orphaned children are currently benefiting from the Mukhyamantri Sukh Ashraya Yojana, under which each child receives a monthly stipend of Rs 4,000. The government is also providing land and financial assistance for housing to eligible beneficiaries.
Similarly, widows are being provided financial assistance of Rs 3 lakh for house construction and support for their children’s higher education.
Sukhu said in a press release here on Thursday the additional financial support generated through Green Panchayat projects would improve the economic condition of orphans and widows and create greater opportunities for employment and self-employment, ensuring inclusive and sustainable development across rural Himachal Pradesh.
