Shimla, June 29
Himachal Pradesh State Electricity Board Limited (HPSEBL) has issued a fresh office order clarifying the eligibility for the grant of higher pay scale under the HPSEBL (Revised Pay) First Amendment Regulations, 2022.
The order, issued by the Salary Administration Section on June 27, 2026, states that the benefit would be available only to employees appointed on or before April 12, 2022.
The clarification has been issued in continuation of the Board’s notification dated January 11, 2023 and follows directions issued by the Himachal Pradesh Finance (Pay Revision) Department on April 4, 2026.
According to the order, employees appointed on a contract basis on or before April 12, 2022 would become eligible for the higher pay scale under Regulation 7(A) only after completing two years of regular service.

If any employee has already been granted the benefit before fulfilling this condition, the Board has directed that the pay be re-fixed and any excess amount paid may be recovered.
The order further clarifies that employees appointed after April 12, 2022 are not entitled to the benefit of Regulation 7(A). It also directs Heads of Departments and Heads of Offices to clearly state this position while responding to claims made by such employees.
Significantly, HPSEBL has stated that the judgment in CWP No. 1638 of 2024, Mohit Sharma versus State, would not apply to employees appointed after April 12, 2022.
The Board has also instructed its departments to immediately challenge any court order granting the benefit to employees appointed after the cut-off date by filing appeals within the prescribed limitation period.
The notification also specifies that the clarification will take effect retrospectively from the date of issuance of the original Regulation 7(A) notification, dated January 11, 2023, thereby reinforcing the Board’s stand on the implementation of the revised pay regulations.
