Himachal Kisan Sabha has demanded an independent scientific investigation by experts from IIT Mandi or IIT Roorkee into the formation of a large pothole and the emergence of cracks in several buildings above the under-construction twin-tube tunnel between Bhattakufar and Chalonthi (IGMC).
The organisation has alleged that the subsidence and structural damages appear linked to tunnelling activities being carried out as part of the final phase of the Parwanoo–Shimla four-lane project.
State president Dr. Kuldeep Singh Tanwar said the Kisan Sabha is deeply concerned about the safety of thousands of residents living in densely populated areas such as Cemetery, Shanti Vihar and Chamiyana, directly above the tunnel alignment.
He said the sudden formation of a deep cavity on November 22—into which the tyre of an HRTC bus sank, causing a student to fall—shows the seriousness of the situation.
In the surrounding area, cracks have appeared on the floors of the Chamiyana Cooperative Society building, the Pickup Union office and several homes, which, according to Dr. Tanwar, indicates the possible impact of underground excavation on surface structures.
The Kisan Sabha has demanded a third-party study by experts and scientists from premier national institutes to determine whether tunnelling, blasting or excavation has destabilised the hill mass.
Dr. Tanwar said only an independent assessment by institutions like IIT Mandi or IIT Roorkee can provide a credible, scientifically grounded explanation for the developing cracks and subsidence.
The organisation has further urged the government to halt construction until such a study is completed and its findings are made public. Dr. Tanwar stated that negligence in tunnel construction could endanger entire settlements above the alignment, and transparency must be ensured at every stage.
He said the Kisan Sabha will intensify its agitation, with support from affected residents, if the government fails to initiate a neutral scientific probe soon.
