The Himachal Pradesh government has proposed a amendment to the state’s Electricity Duty Act, introducing new milk and environment cess on industrial power consumers. The bill, tabled in the state assembly on Monday, aims to bolster the dairy sector and promote renewable energy.
A milk cess of Rs 0.10 per unit will be levied on industrial power consumption, excluding zero-bill consumers. The funds collected from this cess will be used to promote milk production, procurement, and the welfare of milk producers in the state.
Additionally, an environment cess will be imposed on various categories of power consumers, ranging from Rs 0.02 per unit for small industrial consumers to Rs 0.10 per unit for large industrial and commercial consumers. The cess aims to encourage renewable energy adoption and protect the environment.
The government’s decision to introduce these new cesses comes after a recent High Court ruling barred the imposition of a water cess on power production. The milk and environment cesses are expected to generate additional revenue for the state, which will be used to support the dairy industry and promote sustainable energy practices.
