In a series of incidents reported in Himachal Pradesh’s Kullu and surrounding districts, motorcyclists largely from Punjab have been involved in cases of lawlessness, traffic violations, and violence. Multiple FIRs have been registered against offenders, as per official police reports.

Extortion by Biker group in Kullu
On March 10, a group of motorcyclists from reported to have been from Punjab created a nuisance near Bhuntar. According to the complaint filed by Yashraj, a resident of Puniyal village in Kullu district, when complainant and his co-workers demanded Rs 50 fee per bike, they refused to pay and the bikers resorted to verbal abuse and threats, forcibly opening the barrier. The situation escalated when the bikers manhandled a barrier staff member and fled the scene without paying the legal charges. The illegal toll collection led to financial losses for the government and created chaos in the area. A case has been registered under IPC Sections 191(2), 303(2), 324(3), 351(2), and relevant sections of the Public Property Damage Prevention Act and Motor Vehicle Act at the Bhuntar police station.
Violent Attack in Kullu
Another incident was reported on March 15, when Aman Sood a resident of Dunkhra, Kullu, his wife, along with driver, Ramesh, were attacked by a group of bikers near the Bhuntar bridge. The complainant stated that they witnessed a group of Punjab-based bikers engaged in a scuffle with a man and a woman. When he tried to intervene, the bikers became aggressive and physically assaulted him. The bikes were even hosting flags of black colours with photo of noted terrorist ‘Bhindrawala’. The scuffle even resulted in a head injury to the complainant. The police have identified a motorcycle with the registration number PB-02EX-5887 in connection with the crime, and efforts to apprehend the accused are underway. A case has been registered under IPC Sections 126(2), 115(2), 352, 351(2), and Section 25 of the Arms Act at Bhuntar police station.
Motorcycle Rally Turns Violent in Manali
In another alarming incident, a motorcycle rally involving riders from Punjab turned violent in Manali on March 12. The complainant, Sushil Thakur, a resident of Nihal, alleged that a bike was seen riding recklessly without helmet at Rambagh Chowk. When stopped by the police for verification, the bikers were hosting a flag with Bhindavala photo on it. When requested to remove the same they refused to remove a sticker with objectionable religious symbols and slogans. The situation escalated when the biker, later identified as Nihit Kumar from Gurdaspur, abused the police officer and threatened him. The incident was captured on video, which later went viral on social media. A case has been filed under IPC Sections 152, 351(2), and 3(5) at Manali police station.
Clash in Kullu Over Reckless Driving
On March 15, another case of reckless driving involving Punjab-based bikers was reported in Kullu. According to the police report, biker Khemchand, a resident of village Nanga bagh reported that at around 10:30 AM he saw a motorcycle with two people coming at high speed skidding on the road. When checked the motorcycle riders were unhurt. However meanwhile a group of 10-12 bikers came from behind and started threatening the fallen riders. As the incident escalated locals collected and diffused the situation.
The police have identified several motorcycles involved and are investigating the matter. A case has been registered under IPC Sections 126(2), 352, 351(2), and 3(5) at Kullu police station.
Rising concern over misconduct by touring bikers
The frequent involvement of Punjab-based motorcyclists in such incidents has raised concerns among local authorities and residents. There have been increasing reports of violent altercations involving visiting bikers. The Himachal Pradesh police have intensified patrolling in tourist hotspots and are keeping a close watch on motorcycle groups entering the state.
In a media statement leader of opposition JaiRam Thakur has also criticised such incidents. The LOP has urged the Government to step up and bring the situation under control.
Authorities have urged visitors to respect local laws and warned of strict legal action against those who violate traffic and public safety regulations.
