The National Green Tribunal (NGT) has reprimanded the Himachal Pradesh State Pollution Control Board (HPSPCB), the Central Pollution Control Board (CPCB), the Himachal Pradesh government, and local authorities for their failure to address waste dumping in Koksar. Known as the coldest place in Lahaul, Himachal Pradesh, Koksar remains frozen for more than seven months each year. Despite the harsh conditions, the area has been plagued by massive waste dumping.
The NGT’s intervention was prompted by a report from the HPSPCB, which indicated that no effective measures had been taken to implement solid waste management rules or remediate the issue. During a recent hearing, the CPCB committed to taking effective steps within four weeks to address the waste problem in Koksar. The Tribunal has directed the Himachal Pradesh government, the Deputy Commissioner of Lahaul & Spiti, and the Gram Panchayat to submit their responses within the same timeframe. Additionally, the CPCB and HPSPCB have been ordered to file an action taken report detailing their efforts to tackle the waste issue.
The Tribunal’s directive underscores the need for comprehensive action, including determining the carrying capacity of Koksar, framing bylaws for solid waste management by the Gram Panchayat, and ensuring the implementation of the Solid Waste Management Rules, 2016. The NGT emphasized that the action taken report must address all concerns raised by the Applicant, including issues noted in the Tribunal’s order.

The petition, filed by the organization FRIENDS and represented by Advocate Akash Vashishtha, highlights the severe problem of waste littering and dumping, the failure to segregate and process waste, and the complete non-implementation of solid waste management regulations in Koksar and nearby areas such as Manali and Solang Valley.
The situation in Koksar represents a broader challenge faced by many regions in Himachal Pradesh, where waste management infrastructure and enforcement are often inadequate. The NGT’s involvement brings renewed attention to the pressing need for effective waste management solutions to protect the environment and public health in these vulnerable areas.
