PNB loan fraud Himachal High Court: Chief Manager Mansi Negi shifted to Dehradun

A case linked to allegations of loan irregularities flagged by a bank officer in Himachal Pradesh, the Himachal Pradesh High Court has directed the management of Punjab National Bank to ensure that Chief Manager Mansi Negi is posted at Dehradun before the next date of hearing in her petition.
The direction was issued by Justice Ajay Mohan Goel while hearing Negi’s petition concerning alleged victimisation after she raised concerns about certain loan accounts.
Court records submissions during hearing
According to the court order dated March 3, 2026, counsel appearing for the bank informed the court that the petitioner had earlier been offered a posting in Dehradun while her representation was being considered.
The order records,” “In the course of deciding the representation of the petitioner… the petitioner was offered posting at Dehradun, which was refused by her.”
However, during the latest hearing, counsel for the petitioner informed the court that Negi was now willing to accept the posting.
The order notes,” “Today, learned counsel for the petitioner… submits that the petitioner is not averse to her transfer to Dehradun.”
Taking note of the submissions made by both sides, the court issued directions to the bank authorities to implement the posting. Justice Goel ordered, “In light of this fact, respondents No. 1 and 2 are directed to ensure that to put an end to this litigation, orders are passed to post the petitioner at Dehradun.”
The court further directed that the necessary steps for implementing the posting be completed before the next hearing.
“Let needful, to transfer the petitioner to Dehradun, be done by the respondents by the next date of hearing.”
The matter has been listed for further hearing on March 23, 2026.
Background of the petition
Negi has approached the High Court seeking directions for an investigation into alleged loan irregularities in certain accounts linked to companies operating in Sirmaur and Solan districts of Himachal Pradesh.
In her petition, she has sought a probe by the Central Bureau of Investigation into the loan accounts she claims to have flagged during her posting in Nahan.
She has alleged that during document verification she found discrepancies in some loan proposals and declined to process them, citing violations of banking norms and incomplete documentation.
The petition further claims that some of the accounts she questioned were subsequently classified as non-performing assets (NPAs).
Negi has also alleged that after she raised objections regarding these accounts, she faced complaints and repeated transfers by the bank management.
Noteworthy that the High Court is currently hearing the matter. The allegations raised in the petition are yet to be adjudicated by the court.
