Shimla Police Claim busting of two interstate heroin networks, Drugs worth Rs 6 Cr. seized
Shimla, Aug 18,
Shimla Police have claimed a major breakthrough against interstate drug trafficking after tracing backward linkages in two separate heroin cases and arresting two alleged key suppliers from Punjab.
The police said the two investigations demonstrate a shift from merely recovering drugs from local peddlers to tracing the interstate supply chains behind them. The seized drugs in the cases are valued at around ₹6 crore, according to the police.
In the first case, the Special Cell had arrested 22-year-old Vijay Kumar of Ambala, Haryana, near Shoghi on August 3 with 1.120 kg of high-grade heroin, estimated by police to be worth around ₹6 crore. Further investigation, including interrogation and technical evidence, allegedly established that the consignment had been supplied by 21-year-old Shubkarman Singh alias Sultan of Tarn Taran, Punjab.
Police said Vijay Kumar and Shubkarman Singh used the Signal messaging application to communicate and conceal their activities. The consignment was allegedly brought to Shimla for distribution among several suppliers.
Following the backward linkage, a Shimla Police team conducted an operation in Tarn Taran and arrested Shubkarman Singh, whom investigators described as the main supplier of the consignment. Police are now examining his other contacts and the source of the heroin.
In the second case, registered at Kotkhai police station on July 3, police had recovered 64 grams of heroin from three accused—Rahul Sharma, Rakshit Chauhan and Lovely Sharma. Investigation led to the arrest of Amit Mahave in Chandigarh. Further probing allegedly established that 26-year-old Komalpreet Singh alias Ladi of Moga district, Punjab, was supplying heroin to Mahave for distribution through contacts in Himachal Pradesh. Komalpreet Singh was arrested in Jalandhar on August 8.
Police said the two cases illustrate their strategy of pursuing both backward and forward linkages to identify the wider drug networks.

During 2026, Shimla Police have registered 216 NDPS cases and arrested 448 accused. Investigations based on backward linkages have resulted in the arrest of 66 alleged key suppliers and the dismantling of 50 major drug networks.
Police said 4.4 kg of heroin has been seized so far this year, compared with 1.3 kg in 2025 and 1.8 kg in 2024. Financial investigations have also resulted in assets worth ₹6.38 crore being seized or frozen, while 40 preventive detentions have been made under the PIT-NDPS Act.
The police said the objective is to dismantle the criminal and financial infrastructure supporting drug trafficking rather than limiting action to street-level arrests.
