Shimla’s iconic Town Hall, a structure steeped in history and heritage, is set to reopen as the high-end café following a significant legal development. The Himachal Pradesh High Court has lifted the stay on its operation, marking a pivotal victory for the Municipal Corporation (MC) of Shimla. The decision was announced during a court hearing presided over by Justices Trilok Chauhan and Rakesh Kaithla, where the petitioner withdrew their plea opposing the café.
Municipal Commissioner Shimla, Bhupinder Attri, confirmed the court’s ruling, emphasizing that the development paves the way for the heritage building’s enhanced utilization.
The court’s decision acknowledges the MC’s authority over the Town Hall, which it owns, and its ability to use the property in the public’s interest under its by-laws. This marks a resolution to a prolonged legal battle over the adaptive reuse of the historical structure.
The conflict originated when the Himachal Pradesh High Court initially stayed the operation of the proposed high-end café. The court raised concerns that the required permissions from the Heritage Committee and the Department of Tourism or the state government had not been secured. Opponents of the café argued that repurposing the heritage property for commercial use might jeopardize its historical and architectural integrity.

Shimla MC, however, challenged this decision, asserting that the Town Hall, as its property, could be used for initiatives that align with public interest. The MC emphasized that the building’s transformation into a café would not only preserve but also rejuvenate the heritage structure, ensuring its upkeep and relevance in modern times.
While allowing the high-end café to operate, the court directed Shimla MC to ensure that the heritage nature of the Town Hall remains undisturbed. Any modifications to the structure must respect its architectural and historical significance.
Located on the bustling Mall Road, the Town Hall is one of Shimla’s most cherished colonial-era structures. Built during British rule, it showcases Neo-Gothic architecture and has long been a focal point of administrative and social activity. Over the years, the building had deteriorated due to neglect, prompting efforts to restore and repurpose it.
The plan to establish a high-end café within its premises is seen as a strategic move to not only generate revenue but also promote tourism and preserve the building’s legacy.
Visitors will now have the opportunity to experience the historical charm of the Town Hall while enjoying modern amenities.
