Shimla
Himachal Pradesh and Punjab, two non-BJP-ruled states, are expected to play a key role in mobilising opposition supporters for the INDIA bloc’s November 1 “Vote Bachao, Desh Bachao” rally at Ramlila Maidan in New Delhi. The Left’s support among industrial workers and public-sector employees, along with discontent among farmers and apple growers over Centre policies, could aid the effort.
In Himachal Pradesh, mobilisation gained momentum after Congress and Communist Party of India (Marxist) leaders announced coordinated opposition to the Election Commission’s Special Intensive Revision (SIR) of electoral rolls at a joint press conference in Shimla. They alleged that the exercise could lead to the wrongful deletion of eligible voters, threatening voting rights and electoral integrity.
State organisers are planning to transport an estimated 20,000 participants to Delhi, arranging nearly 400 to 500 commercial buses, including private coaches. District units are expected to coordinate departures from Shimla, Solan, Mandi and Kangra from October 31.
The arrangements highlight the INDIA bloc’s emphasis on organised cadre participation. Shimla district could be a major contributor, given its substantial Congress representation in the Assembly and the organisational reach of both parties. The campaign also offers Congress and the CPI(M) an opportunity to demonstrate cooperation on a shared national issue, despite competing for political space in the state.
Their coordination could consolidate workers and supporters in constituencies where both parties retain established networks. Concerns among industrial and public-sector workers, farmers and apple growers over agricultural incomes, market access and the horticulture sector are expected to feature in the rally’s broader messaging.
Punjab is also expected to contribute significantly, strengthening the opposition’s presence in northern India. Workers from both states could help demonstrate a broad-based challenge to the Centre and the Election Commission.

The rally will bring together opposition workers and supporters from across the country. For the INDIA bloc, it will serve as both a protest against the electoral-roll revision and a test of its constituent parties’ ability to coordinate and convert political opposition into organised street mobilisation.
Himachal Pradesh’s final turnout will depend on transport arrangements and participation secured by district-level party units.
