Nov 16: Himachal Winter Session begins, political temperature set to rise at Tapovan
Shimla, Oct 27,
Tapovan is set to witness a rise in political temperature from November 16, when the six-day Winter Session of the Himachal Pradesh Assembly gets underway, bringing the Congress government led by Chief Minister Sukhvinder Singh Sukhu face-to-face with the Opposition on the floor of the House. Governor Kavinder Gupta has summoned the 13th session of the 14th Vidhan Sabha from November 16 to 21 at Tapovan near Dharamshala, marking an early start to the customary winter sitting and setting the stage for six days of debate, questions and political sparring.
The Assembly Secretariat issued the notification in this regard on October 26 following the Governor’s order dated October 25, convening the session on Monday, November 16, under Article 174(1) of the Constitution.
The six-day session marks a departure from the usual timing of the Winter Session, which is traditionally held in December. The decision comes ahead of the next Assembly elections, due towards the end of 2027, and as winter conditions begin to set in across the hill state.
The early session is expected to provide the Opposition an opportunity to question the Congress government led by Chief Minister Sukhvinder Singh Sukhu on governance, public expenditure, development works and other issues concerning the state. The government, in turn, will have an opportunity to present its legislative and administrative agenda before the House.
According to the provisional calendar issued by the Assembly Secretariat, the proceedings will begin at 2 pm on November 16 with obituary references, if any, followed by government and legislative business.
Government and legislative business is scheduled for November 17 and 18 as well. Thursday, November 19, has been designated as a day for government and legislative business, along with business relating to non-government members. Government and legislative business will continue on November 20 and 21, the final day of the session.
The provisional schedule provides for six consecutive days of proceedings, including Saturday, November 21. The precise legislative and other business to be taken up on individual days will depend on the final programme and the business admitted for consideration by the House.

The Assembly Secretariat has circulated copies of the session notification to all members of the Himachal Pradesh Legislative Assembly, the state’s Lok Sabha and Rajya Sabha members, the Chief Secretary, the Union Ministry of Parliamentary Affairs, the Election Commission of India and other concerned authorities. Information has also been sent to the Governor’s Secretariat, the Chief Minister’s Office, ministers and departmental heads.
The session at Tapovan, the winter venue of the Himachal Pradesh Assembly, will bring legislators together for deliberations on state affairs at a politically important time, with the next Assembly elections approaching. The six-day sitting is likely to be closely watched for the issues raised by the Opposition and the government’s response to concerns over the state’s finances, development and administration.
