CBI books architect in corruption case on complaint of Kangra businessman

The Central Bureau of Investigation (CBI) has registered a case under the Prevention of Corruption Act against a Chandigarh-based designer-cum-architect on allegations of demanding illegal gratification to facilitate official clearances for a petrol pump in Himachal Pradesh.
According to an FIR registered by the CBI’s Anti-Corruption Branch (ACB), Shimla, the case stems from a complaint filed by businessman Ishan Dhingra, a resident of Nurpur in Kangra district and proprietor of a filling station.
The FIR, dated March 6, 2026, invokes Section 7A of the Prevention of Corruption Act, 1988 (as amended in 2018), which pertains to taking undue advantage to influence a public servant through corrupt or illegal means.
As per the complaint, Dhingra alleged that he had been pursuing necessary approvals, including No Objection Certificates (NOCs), for operating his petrol pump located near Nagni Mata on the Pathankot–Mandi road. While provisional NOCs had been issued earlier, he was later asked to obtain a final NOC from the National Highways Authority of India (NHAI).
The FIR names Seema Rajpal, a private consultant/architect based in Chandigarh, as the accused. It is alleged that she acted as an intermediary and demanded a bribe of Rs 10 lakh for securing the final NOC and access permission for the petrol pump.

The complaint further alleges that the demand was linked to influencing officials in the NHAI, particularly the Project Director at Palampur. During verification, the CBI reportedly found that the accused had reiterated the demand and agreed to accept part payment of Rs 5 lakh.
The FIR also mentions that the complainant was allegedly pressured with threats of shutting down the fuel station and obstruction of access, including excavation activity near the site, if the demand was not met.
CBI officials stated that a regular case has been registered and investigation has been taken up by the agency. The role of NHAI officials, including the Project Director, will be examined during the course of the probe.
No arrests have been reported so far. Further investigation is underway.
