
Ex-Chief Secretary Sanjay Gupta files FIR against Yudh Chand Bains over social media allegations

Legal troubles mounted for social activist Yudh Chand Bains on Friday as a second FIR was registered against him, this time on the complaint of former Himachal Pradesh Chief Secretary Sanjay Gupta, who accused Bains of making false, defamatory and malicious allegations against him through social media posts and videos.
The FIR, registered at Shimla East Police Station under Sections 248, 351 and 356(2) of the Bharatiya Nyaya Sanhita (BNS), alleges that Bains circulated unverified allegations regarding Gupta’s assets, property holdings and integrity as a senior IAS officer. According to the complaint, Bains had claimed that Gupta purchased land worth around Rs 40 crore in Mohali for merely Rs 2 crore and insinuated that benami transactions were involved. Gupta described the allegations as baseless and defamatory, intended to tarnish his reputation and undermine public confidence in the administration.
The FIR comes close on the heels of another case registered against Bains by the State Vigilance and Anti-Corruption Bureau. The agency has been seeking his custodial interrogation, although the Himachal Pradesh High Court recently granted him protection from arrest.
Earlier in the day, Bains was intercepted by Shimla Police while he was present at the Chakkar court complex accompanied by two personnel from a central security agency. Police officials reportedly asked him to join the investigation in connection with the complaint filed by Gupta.
Following the incident, Bains uploaded a video on social media accusing the Sukhvinder Singh Sukhu-led state government of victimizing him through what he termed “frivolous and politically motivated” cases. He alleged that efforts were being made to arrest him without serving any legal notice or warrant and expressed fears regarding his personal safety. Referring to alleged past incidents of custodial deaths, Bains claimed that he could face similar treatment if taken into custody.

Meanwhile, Sanjay Gupta, who currently serves on Punjab’s power regulatory panel after his retirement from the Himachal Pradesh government, confirmed that the FIR had been lodged on his complaint and asserted that the allegations levelled against him were entirely false and damaging to his reputation.
The latest FIR has further intensified the legal and political controversy surrounding Bains, whose social media campaigns against senior government officials have drawn both public attention and official scrutiny.
