NGT seeks fresh report on waste management in HP, notes several works still incomplete

National Green Tribunal (NGT) has directed the Special Area Development Authority (SADA) to file a fresh status report on waste management and sanitation measures in Himachal Pradesh after observing that several key works remain incomplete despite progress on multiple fronts.
The order was passed by a Bench comprising NGT Chairperson Justice Prakash Shrivastava and Expert Member Dr. Afroz Ahmad while hearing Original Application No. 145/2024, Friends versus Union of India and Others, on July 28.
During the hearing, SADA placed on record a compliance report dated July 25 detailing the action taken to improve waste management and sanitation in the area.
The report stated that roadside litter has been cleared, waste near the Border Roads Organisation (BRO) premises and Billing Nallah has been removed, and CCTV repair work has been completed to strengthen monitoring.
However, fencing work at Shaskas Nallah has only been partly completed and is expected to be finished by August 2026.
According to the compliance affidavit, door-to-door waste collection has become operational in three gram panchayats and is proposed to be expanded by July 2027. A proposal for a wet waste processing centre has been finalised and the facility is targeted for commissioning by August 2026. Draft waste management bye-laws have been sent to the government for approval, while implementation of source segregation is underway with the aim of achieving 100 per cent segregation by March 2027.
The Tribunal also directed SADA to provide a copy of the compliance report to the applicant within three days after counsel for the applicant informed the Bench that it had not been supplied. The applicant has been permitted to file objections after the fresh status report is submitted. The next hearing has been scheduled for October 7, 2026.
