Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Sunday announced that his government fully accepts the High Court’s decision to hand over the investigation into the mysterious death of HPPCL General Manager Vimal Negi to the Central Bureau of Investigation (CBI). He assured that the State would extend full cooperation to the Central agency to ensure justice for the bereaved family.

Addressing a press conference in Shimla, the Chief Minister strongly criticized the opposition BJP, accusing it of politicizing the tragedy. “From the very beginning, the BJP has tried to turn this into a political spectacle. But our government’s sole focus is on delivering justice to Vimal Negi’s family,” Sukhu said. He added that the FIR in the case was registered at the request of Minister J.S. Negi.
Vimal Negi, a senior engineer, reportedly died by suicide under suspicious circumstances just nine months after joining the Himachal Pradesh Power Corporation Limited (HPPCL). Calling it a “matter of grave concern,” Sukhu said the events leading to Negi’s death warranted a thorough and independent probe. “Had the family demanded a CBI enquiry directly, we would have gladly handed over the case earlier,” he asserted.
Conflicting reports, cautious CM
Commenting on multiple reports submitted to the High Court — including those by Shimla SP, DGP HP, and Additional Chief Secretary (ACS) Onkar Sharma — the Chief Minister acknowledged the court’s observations. He said the ACS report had been discussed with him, during which he had instructed that statements of those facing allegations be recorded as well. “The ACS recommended forming a special team for further inquiry, and the matter was referred to the Advocate General for legal opinion,” Sukhu clarified.
However, Sukhu expressed oblivion over the DGP’s independent submission to the court without routing it through the Advocate General. “I was on a Delhi tour, and it seems a lot happened in my absence,” he remarked, hinting at a lack of internal coordination.
Police row: Cautious remarks, No immediate action
On the growing intra-police feud between DGP HP and SP Shimla, Sukhu said he would first take feedback before arriving at a decision. “A meeting has been scheduled after this press briefing to deliberate on the matter,” he informed.
The rift escalated after an explosive press conference by SP Shimla on May 24, in which the officer leveled serious allegations against two DGP-rank officers, the Chief Secretary, and several top officials. The SP defended their actions in light of the High Court proceedings based on the reports submitted.

Following this, the DGP reportedly recommended disciplinary action against the SP under various provisions of the service rules in a letter to the Secretary (Home). Asked about this, the CM said, “I haven’t seen the letter. If the media has it, I hope I receive it too. It’s a matter that requires inquiry.”
Disagreement with HC observation
While agreeing to the CBI probe, Sukhu took exception to one part of the High Court order – ” “I do not agree with a comment by Justice Sahib that there should be no officer from Himachal. Whenever such an inquiry takes place, no officer from Himachal or any beneficiary can be involved and it is a question mark in itself that how many Judges are there in Himachal High Court who are related to Himachal. This is a question mark and that is why I say that we should avoid such comments”, the CM said.
BJP accused of ‘Media trial’
Taking a sharp jab at the opposition, the Chief Minister warned that the BJP was attempting to exploit the issue through a “media trial.” “Let the CBI do its job. The truth will come out, and justice will prevail,” Sukhu stated, visibly irked at what he termed politicization of a sensitive matter.
Though the CM maintained a strong tone regarding the Vimal Negi case, he appeared more restrained when discussing the ongoing police department discord. He emphasized that the government would make informed decisions after internal consultations.
