A Daily Diary Report (DDR) has been registered at Solan Sadar police station against a senior district administration officer, raising serious allegations of benami land transactions, misuse of official position and financial irregularities.
According to the General Diary entry dated April 27, 2026, the complaint seeks investigation into alleged violations under Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act, along with provisions of the Prevention of Corruption Act.
The report names the serving Sub-Divisional Magistrate (SDM) of Solan and her husband, accusing them of being involved in questionable land transactions routed through third parties.
As per details in the DDR (page 1), the complaint highlights a land purchase in Mohal Thudo area where around 12 bighas were reportedly acquired at a declared value of Rs 39 lakh, while the actual market value is alleged to be significantly higher—estimated to exceed Rs10 crore. The transaction is suspected to have been executed in the name of proxy buyers, raising concerns of benami ownership.
Further, the complaint alleges financial routing through bank transactions, including transfers from accounts linked to the officer’s family to individuals in whose names the land was registered. The DDR also claims that multiple transactions were carried out while related revenue proceedings were pending before the SDM’s own court (page 2).
The complainant has urged authorities to initiate a vigilance inquiry, seize relevant financial records, and register a formal FIR. It also calls for scrutiny of permissions granted under Section 118 during the officer’s tenure and alleges a broader pattern of administrative misuse.
Police officials confirmed that the DDR has been entered and the matter is under preliminary examination. No official statement has yet been issued by the officer concerned.

Meanwhile in response to the ongoing public discourse surrounding allegations against a serving officer in district Solan, the Himachal Pradesh Administrative Service Officers Association has issued a formal statement urging restraint, due diligence, and adherence to legal process while discussing the matter.
The Association stated that accountability, transparency, and adherence to the rule of law remain foundational principles of public service, and emphasized that any credible allegation against a public servant must be examined fairly and strictly in accordance with law.
At the same time, it expressed concern over the circulation of unverified allegations, selectively shared documents, and speculative narratives through social media platforms and certain media channels without authentication or due verification. According to the Association, such practices risk causing mental stress to officers, adversely affect institutional morale, and undermine the principles of natural justice and due process.
Highlighting the legacy of the Himachal Pradesh Administrative Service, the Association said generations of officers have served the state in challenging terrains and sensitive assignments with dedication, often under public scrutiny and administrative pressure. It noted that officers handling regulatory responsibilities can become targets of interest groups seeking to shape public perception through selective or unverified information.
The Association appealed for restraint while reporting or sharing material related to pending or unverified allegations. It stressed that public discourse on sensitive institutional matters should remain guided by facts, fairness, and legal procedure rather than conjecture or social media amplification.
The Association further expressed confidence that competent authorities would examine the matter in a fair, objective, and lawful manner, and that conclusions should emerge only after due verification and due process.
