An FIR has been lodged against 10 individuals, including a former Himachal Pradesh Director General of Police (DGP), two retired police officers, and five serving Indian Police Service (IPS) officers.
This case stems from allegations linked to the wrongful dismissal of constable Dharm Sukh Negi. Acting on the directions of the Inspector General (IG) South Range, a raid was conducted at the Sadar police station in Shimla, initiating this legal action.
The FIR, filed under Section 3(1) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, follows a complaint by Meena Negi, the wife of the dismissed constable. A resident of Kinnaur, Meena has accused the former DGP, along with other senior police officials, of harassing her husband and falsely implicating him in a fabricated case.
According to Meena, the case dates back to the tenure of the previous Bharatiya Janata Party (BJP) government when her husband was subjected to departmental inquiries, leading to his dismissal on July 9, 2020. Dharm Sukh Negi, who had eight years of service remaining, was allegedly forced out of his job on baseless charges. In her complaint, Meena highlighted the humiliation and harassment her family has endured, with repeated demands to vacate their government-allocated accommodation.
In addition to the dismissal, Meena claims that her husband’s retirement benefits, including his gratuity, Death-cum-Retirement Gratuity (DCRG), and other dues, have been withheld since 2020. A sum of Rs 1,43,424 was also demanded as rent recovery for the government quarters they occupied. She further alleged that notices were issued to their residence in Police Residential Colony Bharari and their native village of Ramni in Kinnaur, causing social embarrassment.
Meena stated that she had previously approached various authorities, including the court, the Chief Minister, the Chief Secretary, and the Superintendent of Police in Shimla, seeking justice for the “inhuman treatment” meted out to her family. She claimed that the senior police officials, including the former DGP and retired IPS officers, misused their authority to exact revenge, leaving her family in financial ruin.
