Himachal Pradesh Government has issued a fresh clarification regarding the recruitment of English teachers for CBSE-affiliated Schools of Excellence following proceedings before the Himachal Pradesh High Court.
The Directorate of School Education, in a communication issued on February 19, clarified the procedure for selection and counselling of candidates after the screening test. The clarification comes amid an ongoing dispute over eligibility conditions prescribed for English teacher posts under the newly created CBSE sub-cadre. After the stay by Himachal Pradesh High court state government withdrawn the clarification and directed to Rajya Chayan Ayog to continue the recruitment process as court has granted some of the respondents leave from the clarification and eligibility would be countinue the same which was issued notification during announcement recruitment.
The controversy arose after the state government stipulated that only candidates who had studied English as a regular subject during all three years of graduation would be eligible for appointment as English teachers in CBSE schools. The condition affected a section of candidates who possess M.A. English degrees with more than 55 per cent marks and B.Ed qualifications but had not studied English in all three years of their bachelor’s degree.

Several such candidates approached the Himachal Pradesh High Court challenging the eligibility criterion.
The petitioners argued that the condition excluded otherwise qualified postgraduates in English. The High Court subsequently granted interim relief, putting the recruitment process under scrutiny and seeking the government’s response.
Against this backdrop, the Education Department has now directed the HP Board of School Education to complete document verification, prepare subject-wise merit lists and conduct counselling of shortlisted candidates after the screening test.
The Board has also been asked to obtain station preferences from candidates and make allotments strictly on a merit-cum-preference basis.
Officials said the revised instructions are aimed at ensuring transparency in the recruitment process while the legal issues relating to eligibility remain under consideration.
